Mangowa A. Ghanney holds a Bachelor of Law Degree (LLB) from the University of Ghana and a Master of Law Degree (LLM) from Temple University, Pennsylvania, USA. She is a member in good standing of the Ghana Bar since 1981 and of the New York State Bar since 1990.
Mangowa has several years of legal experience in private practice, as a company lawyer, legal consultant, and in regulatory compliance management in consumer and mortgage financing in the U.S.A. She was Deputy Director of the Legal Division of the Ministry of Finance from 2006 to 2014, and has been the Director of the Division since 2014.
As part of her work at Ministry of Finance, Mangowa has participated in negotiating several multi-million and multi-billion-dollar loan, public investment and infrastructure contracts for the Government of Ghana with Development Partners, foreign banks and foreign direct investors.
She served two consecutive terms as the Ministry’s representative on the Board of Directors of the Public Procurement Authority and of the Financial Intelligence Centre from 2009 to 2016. She was also a member of the Legal and Human Resource Committee of the Ghana Infrastructure Investment Fund Board, from 2014 until 2016. She has also served on several governmental committees for the development of public policy.
